Capitol Hill Briefing: Policy Insights from EV Markets in the Northeast and California

Transitioning to a zero-emission vehicle fleet will be key to avoiding the worst impacts of climate change. But making this transition will be challenging—ZEVs made up less than 2% of the 17 million new passenger vehicle sales in 2019.

Researchers from the National Center for Sustainable Transportation will share insights from EV markets in two very different states. California has aggressive vehicle electrification goals and accounts for nearly half of the nation’s electric vehicle sales. Vermont and its neighboring states are also encouraging electric vehicle adoption but face unique challenges as largely rural states in cold climates. Insights on successful incentives, adoption barriers, and policy gaps from these states provide valuable lessons learned for federal efforts to promote a cleaner transportation system.

Coalitions Needed to Advance Zero Emission Transportation Policy

Ambitious policy to advance zero emission transportation is critical around the world if we are to meaningfully address climate change. Shining examples include the California Zero emission vehicle mandate, the Chinese New Energy vehicle program and the European CO2 standards for cars and trucks. But how do these policies pass and what determines their level of ambition? While the competence and vision of the policymakers themselves are critical, we find that a broad coalition of stakeholders, expertly coordinated, can make a major difference. Using the example of the recently passed California Advanced Clean Truck rule and the European CO2 standards, this seminar will speak to the lessons learned by philanthropic funders regarding the composition and coordination of successful coalitions to advance zero emission transportation policy.

AIA CA - Electrification Webinar

American Institute of Architect's (AIA) webinar tomorrow on Electrification.

In 2020, the California Energy Commission (CEC) is open to a public review and comment period for the upcoming 2022 version. The newest Zero Code is in discussion to be included in the 2022 CALGreen Code.

Many features within the new version of CALGreen address the goal toward Zero Carbon Buildings, including new controls for plug loads and mandatory requirements for renewable energy infrastructure. Future changes to CALGreen are anticipated as the State moves to “de-carbonize” buildings toward all-electric buildings tied to the grid or on-site solar photovoltaic systems. Designs that plan for this now will ensure limited retrofits and renovations of buildings after the 2030 requirements for Net Zero Energy Buildings are adopted.

V2G: An Important Step Toward Cleaner Air

The Center for Community Energy (CCE) hosted a virtual conference on Vehicle-to-Grid. The purpose of this conference was to help private rate payers and industry experts better understand what V2G is, and why it could become a key strategy to help ensure California can meet its goal: 60% renewable energy by 2030.

V2G could help us literally and figuratively breathe more easily. Among other things, it could help address California’s serious nighttime energy shortage problem often referred to as ‘The Duck Curve’ – a representation of the nightly decline in energy production from clean solar and wind resources that forces us to shift to power from carbon-emitting gas and even coal-powered electricity plants.

CARB is pleased to announce a pre-solicitation webinar will be held for the VW Environmental Mitigation Trust Light Duty EV Infrastructure Program. Please join us to learn about the updated program requirements, ask questions, and provide feedback.

The statewide solicitation for funding light duty electric vehicle infrastructure is scheduled to open in February 2021. $5million in Volkswagen Environmental Mitigation Trust funding will be available statewide for the purchase and installation of new charging stations for battery electric vehicles.

The program goals are to:
  • Direct at least 50% of funds to disadvantaged and low-income communities.
  • Expand EV charging access state-wide and close geographic gaps in coverage.

In advance of the solicitation, the VW administrator has developed a draft guidance document and is seeking comment from interested parties. Deadline for feedback is January 28th, 2021.    More info here.

3 Revolutions: "The Future of Automation Policy- From California to D.C."

The research on automation is clear: pooling and electrification will mitigate negative impacts of Automated Vehicles (AVs). But there is a long road ahead to ensure the technical and regulatory guardrails are in place to shepherd a smooth transition to AVs. This panel will highlight findings from recent UC Davis AV-related research demonstrating the potential for AVs to induce travel demand. The panel will also discuss the evolution of the California Public Utilities Commission Autonomous Vehicle Passenger Service Pilot Program and recent actions from the National Highway Traffic Safety Administration. Panelists will discuss how California and the federal governments are taking steps to regulate autonomy.

Updates to CalGreen Building Standards

Notice that the California Building Standards Commission (CBSC) and the Division of the State Architect (DSA) staff will present their proposed updates to the 2019 California Green Building Standards Code (CALGreen) for inclusion in the 2022 CALGreen Code during the 2021 Triennial Code Adoption Cycle. The public is invited to participate, provide input, and comment.

Batteries on Wheels

Automakers and charging infrastructure manufacturers are already planning for vehicle-to-grid (V2G) technology which could be used by utilities to minimize power outages and to prevent curtailing new solar as the state faces “too much solar” at peak times. Super power: Here’s how to get to 100% wind, solar and storage by 2030

The key to this disruption, they say, is the near-zero marginal cost of wind and solar, and the falling costs of those technologies and of storage. They say there will inevitably be more wind and solar produced than needed, but that’s OK because this excess production, which they dub “super power”, can be used for long-term storage, electrification of housing and industrial processes and, of course, transport.

“Our analysis shows that 100% clean electricity from the combination of solar, wind, and batteries (SWB) is both physically possible and economically affordable across the entire continental United States as well as the overwhelming majority of other populated regions of the world by 2030.

Electric Trucks: Charging Towards Zero-Emission

In June 2020, CARB adopted new standards which mandate that 75% of new Class 4-8 ridged truck and 55% of new tractor truck sales must be zero-emission by 2035. With 11.6% of the US truck fleet (1.7 million trucks) in California, this legislation will have significant impact, not only for the Californian electric medium and heavy-duty truck (M&HDT) market, but act as a catalyst for the US, while setting a benchmark for the rest of the world.

IDTechEx believe it is increasingly self-evident that the future of the industry cannot rely on the deployment of traditional combustion engines. Drastic emissions reductions are required from the transport sector, both to protect the global climate and to improve urban air quality.
